Water Department

In 1997, at the request of citizens seeking improved drinking water, the Town held a public referendum to create a public water system using deep well water.  The referendum passed with a majority of the voters support and the Town began working on plans to develop a public water system.

Since then, the Town constructed the main water tower located behind Town Hall and has extended water lines to almost half of the residents.  This centrally located well provides water along Doar Road up to Wilson Cemetery Road.  Water also runs down Seewee Road to the southern part of the Town along Highway 17 near Sewee Outpost and from the United States Post Office north to Porcher School Road. Funds are being sought to supplement the southern service area and to construct the next phase which will service the remaining parts of Doar Road and Highway 17 north of Awendaw Creek.  Long range plans include a well for the northern end of Town for upper Doar Road and along Highway 17 north of Awendaw Creek.

One of the major challenges of a public water system is to operate the utility as a business, on a self-sustaining basis. To achieve this objective, it is necessary to develop an effective rate structure for recovering service costs. A rate structure is defined as that system of charges by which utility customers pay for water services. It is the Town of Awendaw’s goal to have a rate structure which is most responsive to its philosophy and to the objectives of the community that it serves. In selecting an appropriate rate structure, the Council members have carefully considered the following objectives: Financial Sufficiency, Conservation, Growth Pays for Itself, Equity, and Compliance with Legal Authority.

The Council Members, with the assistance of independent rate consultants, have developed an accounting and user fee schedule that clearly incorporates the above objectives. In order to fulfill the requirements of the system and to more fully comply with Federal and State Agency standards, the district must revise its schedule of rates from time to time to ensure equity.
